Duties of Safe Management Officer

Singapore has been in the Circuit Breaker from 7th April to 2 June 2020. We have been in DORSCON Orange and soon some businesses will be allowed to resume on 2nd June 2020 as we exit the Circuit Breaker and enter Phase 1

 

All businesses must have their Safe Management Measures Plan and they must implement these Safe Management Measures. Businesses also must appoint a Safe Management Measures Officer (SMO)

The Safe Management Measures Officer must-

1) Coordinate the implementation of the Safe Management Measures. This will include identifying the relevant risks, recommending and assisting in implementing safe management measures to mitigate the risks and communicate the safe management measures to all personnel working in the workplace. 

2) Conduct inspections and checks on the implementation and compliance of the Safe Management Measures : Safe Management Officer(s) must conduct inspections and checks to ensure compliance at all times. Any non-compliance of the Safe Management Measures found during the inspections should be reported and documented.

3) Remedying non-compliance of the Safe Management Measures: Immediate action should be taken to remedy any non-compliance of Safe Management Measures found during the inspections and checks of the implementation and adherence to the Safe Management Measures.
4) Keeping records of inspections and checks of the Safe Management Measures: Records of the inspections and checks conducted and corrective actions taken must be kept and made available upon request by a Government Inspector.
