Roles & Responsibilities

The Fugro Singapore QHSSE team is looking for an experienced and motivated QHSSE Advisor to provide QHSSE support across all Fugro’s Service Lines.


SCOPE

QHSSE is a shared service within Fugro. QHSSE support and assistance is provided across all Divisions. The responsibilities listed below are to be performed across all Fugro controlled sites in Southeast Asia and if required, other Fugro controlled sites within the APAC region.


KEY RESPONSIBILITIES (include But Are Not Restricted To)

Functions as the appointed QHSSE Advisor for Fugro Singapore’s subsea robotics engineering and production centre;

Provide support for the QHSSE Objectives;

Ownership of non-conformance processes;

NCR and failure statistics reporting;

Creating and reviewing Quality Plans;

Quality processes;

Ensure optimal FAT and intermediate QC processes to implement findings, improvements, field feedback;

Owner of quality related reporting platforms

Investigate quality incidents.;

Review documentation control processes;

PPE Administration/Management

Facilitate and advancement of QHSSE training for Fugro personnel;

Facilitate HAZID workshops and consolidate final HAZID;

Review of risk assessments for project implementation;

Support Managers during client interfacing, such as meetings and conference calls as required;

Support on-site kick off meetings (KOMs), promote and roll out HSE awareness campaigns as required;

Undertake site inspections as required;

Initiate appropriate action following receipt of a report of any QHSSE incident;

Undertake or participate in incident and non-conformance investigations as required;

Review related Change Requests for QHSSE implications / significant risk, part of the Management of Change Process;

Update QHSSE documentation as changes occur;

Provide a summary report of QHSSE performance;

Manage central PPE stocks and purchasing, and coordinate distribution to field staff or country offices; for 8 Service Lines, across 5 countries in SEA, in accordance with approved processes, and in collaboration with Procurement and Logistics departments, and QHSSE Manager

Assist the SEA QHSSE Manager in;

Improving QHSSE awareness, providing QHSSE guidance on the implementation of policies, procedures and working practices are carried out in accordance with the company, statutory and regulatory requirements

Assist in organizing and carrying out QHSSE meetings, audits, inspections and inductions as required

Participating in QHSSE meetings

Assisting the development of safe working practices, processes and procedures

Ensuring management is advised of any deficiencies in equipment standards, operating procedures etc.

Co-ordinating, scheduling and assisting in QHSSE training/activities within the Company

Supervise direct reports in accordance with Human Resource (HR) policies

Liaise with other QHSSE personnel in the region as necessary for all matters pertaining to Quality, Occupational Health, Safety, Security and Environmental Protection

Actively support all company policies and standards, leading by example

Assist in protecting Fugro assets and financial position

Providing QHSSE advice and support to Commercial Managers and completing tender QHSSE questionnaires;

Providing QHSSE advice and support to Managers, i.e.;

Compile or review QHSSE and emergency response procedures

Organize, facilitate and consolidate hazard identification workshops

Liaise with and provide onshore support to offshore QHSSE coaches

Ensuring investigations and corrective actions are closed out promptly

Assist in the review of related safe working practices (SWP’s) and instructions to ensure compliance with Fugro QHSSE Standards

Assist with Health Checks


Requirements

To be successful in this role you must have the following skills and attributes;

At least 3 years’ experience in the manufacturing, offshore oil and gas industry

At least 1 years’ experience in a similar QHSSE role

At least a NEBOSH certification in occupational health & safety or equivalent

Certifications in either or all, ISO 9001,14001, 45001/OHSAS 18001 auditing

Demonstrated incident investigation experience and knowledge

Demonstrated knowledge of relevant legislations

Knowledge, experience or training in Management Systems, Risk Management and Hazard Identifications

Development and review of health, safety and environment plans and emergency response procedures(ERPs);

Development and review of task risk assessments(TRAs/JHA’s/JSAs);

Completing customer’s QHSSE tender questionnaires;

Quality, Healthy, Safety, Security and Environment (QHSSE) objective setting and performance measurement;

Development of safe working practices (SWPs), processes, procedures or instructions;

Microsoft programs (Word, Excel, Outlook, PowerPoint and more);

Ability to work as part of a team direct reporting to the QHSSE Manager, with Matrix reporting to FST Production Manager;

Ability to work independently and take initiative as required;

Ability to make decisions, tasks prioritisation and problem solving effectively in stressful situations;

Ability to communicate effectively with individuals at all levels of the organisation.
